Twelve people prosecuted in court over Blue Badge offences in Enfield

The council says it is working “proactively and decisively” to identify and prosecute people who misuse the disabled parking scheme

Enfield Council has successfully prosecuted twelve people in court for Blue Badge misuse.

The Blue Badge scheme allows disabled people and their carers to park closer to their destination using on-street spaces, without paying at parking meters.

It is a crime to use an expired, cancelled, stolen, fake or altered Blue Badge. It is also an offence for a holder to give their badge to someone else when they are not with the vehicle.

The council says it is working “proactively and decisively” to identify and prosecute people who misuse the scheme in the borough.

Maria Alexandrou, the council’s cabinet member for environment, said: “We will step-up our efforts to clamp down on this illegal behaviour and bring people who misuse Blue Badges to the courts.

“I’ve received contact from several residents who tell me they have suspicions that Blue Badges are not being used by the people they were issued to and we are currently investigating those claims.

“Misusing a Blue Badge is fraud and is not a victimless crime. People are selfishly taking accessible parking spaces from people who need them the most.

“I would actively encourage residents to continue to report any concerns they have relating to Blue Badge misuse to the council, so we can investigate and take the appropriate action.”

The twelve prosecutions included Rumen Aleksandrov, aged 45 and from Palmers Green, who used a counterfeit Blue Badge from Bulgaria with a fake hologram and no validity date on 10th June 2025. He pleaded guilty in court and was told to pay a total of £600 in fines and costs.

Another prosecuted was Ayse Aslan, aged 19 and from Winchmore Hill, who displayed an expired and stolen Blue Badge in Crown Lane, Enfield, on 19th June 2025. The case was proven in court and Aslan was told to pay a total of £1,200, as well as being disqualified from driving for six months.

Also caught breaking the law was Patrick Darren Marshall, aged 48 and from Edmonton, who displayed a counterfeit Blue Badge in Beaconsfield Road, Enfield Wash, on 10th July 2025. Marshall was told to pay a total of £480 in fines and costs.

All twelve cases were heard at Highbury Corner Magistrates’ Court.
