Cornel Mui was caught on CCTV fly-tipping in Kenninghall Road last summer

A man connected to a fly-tipping incident who refused to co-operate with Enfield Council and failed to show up in court has been ordered to pay more than £4,000.

Cornel Mui from Harrow ignored a Section 108 (S108) notice under the Environment Act asking him to assist the council after a vehicle registered to him was caught on CCTV fly-tipping in Kenninghall Road, Edmonton, on 5th June 2025.

Mui did not attend his hearing at Highbury Corner Magistrates Court on 22nd January and was found guilty in absence. The judge ordered a fine of £2,000, an £800 victim surcharge, and full prosecution costs of £1,279, totalling £4,079.

Prior to the court case, the council’s waste enforcement team contacted Mui to ask for his assistance with its investigation, but he failed to respond.

Rick Jewell, the council’s cabinet member for waste, said: “Illegal rubbish dumping is not a small issue. It makes our streets look dirty, attracts rats and pests, and makes life worse for local families. It is unfair on residents who take pride in their area and dispose of their waste properly.

“We are determined to tackle fly-tipping wherever it happens. When people ignore our letters, refuse to help with investigations, or fail to turn up to court, we will not back down. We will use every power available to us to hold offenders to account.

“If you dump rubbish in Enfield or ignore our enforcement action, you will face serious consequences. We are committed to keeping our neighbourhoods clean, safe and something our community can be proud of.”
