Mohammad Islam was ruled to have “brought his office into disrepute” earlier this year and was ordered to issue an apology, reports James Cracknell

Disgraced former Enfield mayor Mohammad Islam has so far refused to apologise for his behaviour and ignored the recommendations of the council’s conduct committee, a new report reveals.
The committee ruled in August that the ex-mayor breached the councillor code of conduct by “bringing his office into disrepute” after he used his position as mayor to support visa applications, against the advice of council officers.
Separately, the Home Office continues to investigate Cllr Islam over suspected immigration offences.
The Daily Telegraph also recently revealed that Cllr Islam had attempted to bring 41 family members and friends over to Britain by supporting their visa applications through his mayoral office.
Since the civic centre ruling that Cllr Islam breached the Enfield Council code of conduct on three counts, however, a fresh report published this week states that he has failed to comply with its sanctions.
Councillors on the committee ordered Cllr Islam to issue an apology and to no longer wear his ‘past mayor’ badge. But the report written by director of law and governance Terry Osborne reveals that no apology has yet been forthcoming and that the ex-mayor had been spotted wearing his banned badge just two weeks after the committee meeting.
The report states: “The monitoring officer wrote to Cllr Islam on 28th August with a copy of the committee’s decision and asking that he send the written apology as requested by the committee and to confirm he would abide by the other requests. No response was received.
“The monitoring officer wrote to Cllr Islam again on 12th September noting that, despite the request to him not to wear his past mayor’s badge, he did so at an event at the University of Oxford on 31st August.
“The monitoring officer chased a response twice more on 22 September and 24th October but has received no reply.”
Cllr Islam continues to serve as a councillor representing Ponders End, although he has had the whip withdrawn from the Labour group, meaning he is now an independent.
The conduct committee does not have the power to dismiss or suspend councillors, but at a meeting on Monday, 17th November, the chair will be asked to write to Cllr Islam asking that he complies with the previously agreed sanctions.
Cllr Islam was approached for comment by the Dispatch but did not respond.
